Actually, the FBI/CIA/CDC/NIH etc are The Scofflaw now. Affirmative Discrimination (Reconstruction deja vu) turned US into a Kakistocracy; and then the FBI (our version of the KGB) helped turn US into a Third World Dictatorship. What a tangled web the Oligarchs have woven and they will not escape their own traps.
