I think the way they claim this 50% figure is by saying that when the Russians first rolled their tanks in to the outskirts of Kiev (hoping the Ukies would choose to negotiate), they’d sorta “taken over” a bunch of territory (which they hadn’t really taken over). Once the Ukies made clear in March in Istanbul that they wanted to do things the hard way, Russia pulled back to defensible lines, dug in and waited to attrit NATO’s puppets – which has been going swimmingly.
It’s similar to how Russia supposedly “failed” to “take over in 3 days” (which they had never said). BTW, the latest Blinken word game is to say that Russia has failed in its goal of “erasing Ukraine” – another purported goal that Russia never actually mentioned.
So yeah, Blinken is a lying piece of shit. Remember that he’s he one who got 51 intelligence agency goons to attest that Hunter’s laptop “had all the earmarks of Russian disinfo”.
Emil Cosman (who I find funny) calls Blinken a Zelenskystein. He’s really on a roll at the end and even admits to being a sweaty, hairy Romanian.

You have to give them credit for the ability to fabricate so adroitly. There is no hesitation when they speak even though they know it’s a flat out lie. The confidence that kind of calumny requires is hard to fathom. I don’t kknow how they do it. It’s like watching the plate spinning guy on the Ed Sullivan Show.
