That was flat-out murder. The guy was trying to walk away and they were getting bored or tired of walking after him. “Officers were called to a home about noon PT Tuesday after a woman reported that a man had jumped her fence and was trying to attack her pet with scissors, said Cmdr. Vince Maiorana of the Salinas Police Department.
“When officers encountered the man a block away outside a bakery, he made no attempt to hide the garden shears, didn’t respond to being talked to in English and Spanish and began waving the garden shears in the air, Maiorana said. Officers tried to use a Taser on him unsuccessfully.
“This individual pulled the gardening shears and actually attempted to attack the officers with the gardening shears,” Maiorana said. “In response, the officers, fearing for their personal safety, shot this individual, and this individual is now deceased.”
Seems like the first “pop” sound is the taser the cops tried to deploy. Video is too grainy to see any garden shears being waved or used in a threatening manner. The USA Today article seems to be the police version of events, of course.
In any case, looks like excessive force to me. This is the norm now. We had a similar incident here in Northern VA last year when a food service employee at a Costco went nuts and threatened her supervisor with a knife inside the store. County sheriffs were called and pumped several bullets into her, also after attempting to use a taser that had dead batteries (IIRC). There was indications that the person was on medication that affected her behavior.
The person in the video may have been on drugs. Most people would stop if cops had their weapons drawn on them. I know I would.

We feared for our integrity. He was drunk, what makes hime very dangerous, had a garden scissor he used as weapon, and we were only two against him.
You see, what if they make us a cut and we have to live all our lives with that scar. The Lord forbid that scar to be in the face. That would have put a shameful mark on us for the rest of our lives.

Cops seem to know a potential victim is begging to be shot when the perp displays garden equipment in a threatening manner. This is not the first time a victim tries to fend off a cop with garden tools.
A serial killer who was shooting gays in a park in SF said the victims were on their knees with their pants down. When he put the gun to the back of the victim’s head, he invariably begged to be killed, he would say, please, please…
