To be fair, there is a “trash” district in nearly every city of any size (say, above 20,000 population); sometimes the residents are Latino, sometimes black, sometimes “white trash”; a district of low rent housing, poorly maintained streets, crime, weak schools and weak-minded people. Where those who cannot cope with the Ipad / high-tech / high-maintenance world go to exist.
That being said, having such a district in BIG cities should be a shame; BIG cities should have enough productive taxpayers that the excess in taxes could be used to repair / rehabilitate / re-educate / renew the weaker districts into a better state. Waste, fraud and abuse, however, eat up more than the “excess” taxes, being used for corruption, payoffs, “sweetheart deals”, keeping problems quiet and supporting the FSA who won’t work. For that, there is never enough, and cannot be enough, as greed outstrips productivity in city after city; Chicago, L.A., S.F., Portland, Baltimore, Philadelphia, and so on.
If you cannot read above a 5th grade level, cannot do ANY math above arithmetic (and not that without a calculator), cannot reason for yourself and cannot be bothered to improve yourself / work for wages / provide for your own family without crime, what hope is there for you?
