Mafia prevention or challenge happens by lack of participation in what the Mafia uses to make itself powerful. Mainly and by force, the Mafia gains power through destruction of markets, property rights, and the non-aggression principle. Cons, rackets, ponzis, shakedowns, bribes, threats, turf monopolies, etc. – all represent violations of one, or more, of those three basic tenets of liberty.
The very same tactics large, centralized governments utilize. As HSF said a few threads back: it’s not a bug, it’s a feature. It’s only a “bug” from the perspective of the plebes.
Changing “the mafia” requires not participating and nothing more. If a large enough percentage of the population (10%+ will do it) simply stopped paying and submitting the spell would be broken. To what end is another question…the vacuum left will not remain a void for long and may inspire those that longed for it to have been more careful what they wished for long after the wish was fulfilled.
Tearing down one system, built over long time periods, requires extreme wisdom and foresight to prevent even worse systems from arising. It sounds easy, and may have been easier in the past, but the very wise know it is a constantly shifting mirage that proves a real oasis for but 1 in 50 of those lost in the desert.
