Our Constitution provides for funding a navy. Funds for an army is restricted to two years. The object of limited funding was to prevent a standing army subject to aggressive action by whim of the president—without a declaration of war by Congress. That restriction was shattered in 1946 when an army was allowed to become permanent and the provision that the States should name the officers of the army was disregarded.. We have had perpetual war since then.

War is the only real acceptable form of population control. I tend to think of it as “retro-active abortion”. Its modern popularity has grown because the leaders no longer participate, and the longer they can drag them out, the more heroic our history writers claim them to be.
There is much truth in what you say, regarding population control, and it is not just the level of the population, but what constitutes that population.
For example: WW1, WW2 destroyed the fighting aged men of the European continent, and this was part of the goal of the aggressors, so that if they achieved victory, the other side would be less likely to attempt to return to the battle field.
In earlier times, the winning side would normally kill or enslave all working age males, and inflict a whole lot of pain during the Burn Loot Murder phase (the mop up operation to enrich the victor, and reduce the loser to rubble)
