Most homeless people are drug addicts and most drug addicts are mentally deranged. Many of them don’t want help but for the ones that could respond to help, they need long term, 6-18 months of in house counseling and treatment for withdrawals. Where would they get that kind of help with no insurance and no money? If the government provides it, it’s guaranteed to be corrupt. It’s an unsolvable situation.

If there is a legitimate societal problem that needs attention, ie homelessness, drugs, etc. The compensation structure should be minimum wage while working to fix, and then something like $5million after a five year waiting period to make sure they didn’t just Macco paint job the problem away in the short-term. Also the fixer should be incentivized with a percentage of the left over money from the original budget to help protect the tax payer. Problem solved.

That’s the incentive structure of just about all government agencies, if whatever problem their assigned to gets worse it puts those managing the programs in a stronger position to demand more funding, so the last thing they would ever want to happen is for the “Problem” to ever be solved because it would put them out of a job.
This same incentive structure carries over into more areas than you can imagine, take healthcare, what would happen if every patient were to become perfectly healthy, no one would ever go to the doctor. Doctors would all be out of a job. It’s not in the best interests of a doctor for all his patients to get healthy.
Welfare case workers, if they were to get everyone off welfare, they would all be out of a job. It’s in their best interest if everyone who is on welfare stays on welfare.
Show me any government agency that ever solved it’s “Problem” and in doing so then put itself out of business, no it never happens, what does happen is just the opposite, they make the problem worse and they grow the agency and demand more funding and the problem gets even worse.
That right there is the basic dynamic of government.
The goal of every bureaucracy is to grow in budget and power.
Plus they continue to build their lucrative pensions
… and to last forever.
