The White House budget proposal contains a new plan for reforming food stamps that would replace the current debit card-based system with one that directly provides American-grown foods to households.
It would radically remark the current program, which serves nearly 42 million people through what’s called the Supplemental Nutrition Assistance Program. While the White House budget as a whole has no chance of being adopted, the Trump administration has said that welfare reform will be something it plans to push this year through a Republican-held Congress.

The White House says the changes could save $214 billion over a decade.
“The Budget proposes to combine the traditional retail-based SNAP electronic benefit with the direct provision of nutritious and 100 percent American-grown USDA Foods to participating households. This cost-effective proposal maintains our commitment to helping needy families avoid hunger while generating substantial savings,” the budget said.
Households receiving $90 per month or more would get a portion in shelf-stable milk, ready to eat cereals, pasta, peanut butter, beans and canned fruit, vegetables, and meat, poultry or fish. The remainder of the benefit would go onto the debit card for use at approved grocery stores.
The average monthly benefit per person was $125.79 last year. To be eligible for food stamps, the maximum gross monthly income is 130% of the federal poverty level, which for a single-person household is $12,140 and $16,460 for a household of two.
The White House adds that it wants to strengthen “the expectation for work among able-bodied adults and preserving the benefits for those most in need.”
The White House also aims to cap the federal match of administrative costs to states at the average costs per case, mandates the use of a real-time database to prevent duplicative participation across state lines, eliminates state performance bonuses and nutrition education grants and eliminates the minimum benefit for those who would otherwise qualify for less.

I collected food commodities for a while back in the 70’s before there were food stamps. You’d get a box with a 5 lb. slab of really good cheese, a bag of rice, beans, peanut butter, some canned meat, other stuff I can’t remember.
The cheese was currency you could trade it for other things you needed, there was always a barter market for the cheese. Nobody wanted the rice and beans and you couldn’t give the potted meat away for free, nobody wanted that stuff.

A few years ago Minnesota EBT cards were being used in Hawaii.
My idea is even better. If there is public school within 2 miles of your home you go there and get the same meal they serve students.
You could pick up a carton of milk and some cereal for next morning’s breakfast and boxed meal for dinner.
They already do some of that, at least in my town, during the summer. It’s called “Summer Feeding” and any kid can simply walk in (no questions asked) to most schools and get a free meal. Except that in some ‘hoods they deliver it to the street and cops have to show up to keep order.

Nah. They give out those “meals” at a public pool near my house, and they are basically a larger version of “Lunchables”. The kids throw half of it away, and there’s as much plastic packaging as there is food-like substance.

a year or so back there was a post here on tbp about all the places ebt cards were used such as out of state casinos,atm machines,etc.–
I live in South Carolina, but right next to Georgia, where, I was told, people can use their EBT cards in ATM machines to get cash, supposedly to pay electric bills, etc. I don’t think it’s working that way.

My county has 11 separate food banks ( with population of just 80,000 and avg household income over $75k). Of note, 10 of the eleven are run by churches. Plus there are special dinner events, meals on wheels, halfway houses and homes for runaway teens. Very miniscule amounts supplied with or by government involvement.
We have 1 homeless guy that is seen on the streets and he is actually a bit of a celebrity as he is quirky, eccentric, monied and chooses to live out of a car and sit under an umbrella in the sunshine watching traffic.
We had 1 murder in 7 years and the only time we get a robbery or assault is if DC trash or PG filth decides to ooze down here toward the sticks. I exaggerate not, EVERY single time you here of a home invasion, robbery or assault it is not a local but a black youth(s) from 50 miles up the road.
We take care of our own still in our community is my point. Our churches are active, vibrant and full of people with Christian charity in their hearts. A fine church cooperative pantry nearby runs an Angel Food program that provides a box of simple foodstuffs, cheap but reasonably nutritious if cooked properly, to feed a family of two adults and two children for a week for $25. The family may only receive one box per week, but there is no limit as long as the gift is through one of the churches, i.e., a family/friend BUYS the Angel Food for them directly or anonymously. It is dried rice, beans, boullion, dried milk… things a thrifty woman could turn into decent meals with very little meat to add.
It is actually an improvement over the corruption of the EBT food line turned prostitution line.
I believe the original intent of the food stamp program was to supplement (not REPLACE) a food budget so a family could have access to fresh fruits and vegetables instead of white food (cheapest potatoes bread rice macaroni milk). Here in Oregon there is a summertime program that provides limited vouchers good only for fresh produce, why could that not be expanded to year round? The local farmers markets and grocery stores could accept them and it would be a win win for both buyers and sellers. Fresh produce only!
