me thinks it is number 1, why the fuck else would they stop arresting people for petty crimes, and have no bail for anything but murder. (these are the policies at play in NY and CA, the largest economies in the US)
plus, when it is Civil war, they finally get to outlaw the 2nd and probably the rest.

And notice that the line has NEVER touched ZERO.
I got off the Care train years ago. I suspect this is it, or at least the beginning of the end….but I would not be surprised if they kick the can indefinitely.
