Every school district has a school board, elected, that decides. What ALL these red states did was, the governors didn’t issue an order but they DID leave it open to Mayors, County Boards, School Boards, etc. to enact their own restrictions and most did.

this list is not a statistic about actual bodies in classrooms.

Why is ANY child still attending a government day prison? Nobody should be applauding high numbers. They should be applauding low numbers and high homeschool and private school rates.
