I’ve read about a few of those things happening. It wasn’t really tar as we know it, it was pine pitch heated up then poured on the naked body. It caused severe burns but didn’t come off for a few weeks. It couldn’t really be washed off so there was nothing that could be done. It sounds like a fun thing to do to gov parasites.
