Hillary’s rumored running mate, Housing Secretary Julian Castro, is cooking up a scheme to reallocate funding for Section 8 housing to punish suburbs for being too white and too wealthy.
The scheme involves super-sizing vouchers to help urban poor afford higher rents in pricey areas, such as Westchester County, while assigning them government real estate agents called “mobility counselors” to secure housing in the exurbs.
Castro plans to launch the Section 8 reboot this fall, even though a similar program tested a few years ago in Dallas has been blamed for shifting violent crime to affluent neighborhoods.
It’s all part of a grand scheme to forcibly desegregate inner cities and integrate the outer suburbs.
Anticipating NIMBY resistance, Castro last month threatened to sue suburban landlords for discrimination if they refuse even Section 8 tenants with criminal records. And last year, he implemented a powerful new regulation — “Affirmatively Furthering Fair Housing” — that pressures all suburban counties taking federal grant money to change local zoning laws to build more low-income housing (landlords of such properties are required to accept Section 8 vouchers).
Castro is expected to finalize the new regulation, known as “Small-Area Fair Market Rents” (SAFMR), this October, in the last days of the Obama presidency.
It will set voucher rent limits by ZIP code rather than metro area, the current formula, which makes payments relatively small. For example, the fair market rent for a one-bedroom in New York City is about $1,250, which wouldn’t cover rentals in leafy areas of Westchester County, such as Mamaroneck, where Castro and his social engineers seek to aggressively resettle Section 8 tenants.

In expensive ZIP codes, Castro’s plan — which requires no congressional approval — would more than double the standard subsidy, while also covering utilities. At the same time, he intends to reduce subsidies for those who choose to stay in housing in poor urban areas, such as Brooklyn. So Section 8 tenants won’t just be pulled to the suburbs, they’ll be pushed there.
“We want to use our housing-choice vouchers to ensure that we don’t have a concentration of poverty and the aggregation of racial minorities in one part of town, the poor part of town,” the HUD chief said recently, adding that he’s trying to undo the “result of discriminatory policies and practices in the past, and sometimes even now.”
A draft of the new HUD rule anticipates more than 350,000 Section 8 voucher holders will initially be resettled under the SAFMR program. Under Obama, the total number of voucher households has grown to more than 2.2 million.
The document argues that larger vouchers will allow poor urban families to “move into areas that potentially have better access to jobs, transportation, services and educational opportunities.” In other words, offering them more money to move to more expensive neighborhoods will improve their situation.
But HUD’s own studies show the theory doesn’t match reality.
President Bill Clinton started a similar program in 1994 called “Moving to Opportunity Initiative,” which moved thousands of mostly African-American families from government projects to higher-quality homes in safer and less racially segregated neighborhoods in several counties across the country.
The 15-year experiment bombed.
A 2011 study sponsored by HUD found that adults using more generous Section 8 vouchers did not get better jobs or get off welfare. In fact, more went on food stamps. And their children did not do better in their new schools.
Worse, crime simply followed them to their safer neighborhoods, ruining the quality of life for existing residents.
“Males … were arrested more often than those in the control group, primarily for property crimes,” the study found.
Dubuque, Iowa, for example, received an influx of voucher holders from projects in Chicago — and it’s had a problem with crime ever since. A recent study linked Dubuque’s crime wave directly to Section 8 housing.
Of course, even when reality mugs leftists, they never scrap their social theories. They just double down.
The problem, they rationalized, was that the relocation wasn’t aggressive enough. They concluded they could get the desired results if they placed urban poor in even more affluent areas.
HUD recently tested this new theory in Dallas with disastrous results.
Starting in 2012, the agency sweetened Section 8 voucher payments, and pointed inner-city recipients to the far-flung counties surrounding Dallas. As government-subsidized rentals spread in all areas of the Metroplex (163 ZIP codes vs. 129 ZIP codes), so did crime.
Now Dallas has one of the highest murder rates in the nation, and recently had to call in state troopers to help police control it. For the first time, violent crime has shifted to the tony bedroom communities north of the city. Three suburbs that have seen the most Section 8 transfers — Frisco, Plano and McKinney — have suffered unprecedented spikes in rapes, assaults and break-ins, including home invasions.
Although HUD’s “demonstration project” may have improved the lives of some who moved, it’s ended up harming the lives of many of their new neighbors. And now Castro wants to roll it out nationwide. Soon he will give Section 8 recipients money to afford rent wherever they choose — and if they don’t want to move, he’ll make them an offer they can’t refuse.
Ironically, Hillary’s own hometown of Chappaqua is fighting Section 8 housing because of links to drugs and crime and other problems.
This is a big policy shift that will have broad implications, affecting everything from crime to property values. And it could even impact the presidential election, especially if Castro joins Hillary on the Democratic ticket.

The Social Progressives had the lame idea of moving blacks to Malibu and subsidizing their rent to make up the difference between what they could afford and what the landlord wanted.
It was abandoned, I think, because it was too costly.

I live on acreage in a rural area. My liberal relatives that live in their suburban lily white enclaves will soon get it good and hard. No sympathy from me, they never lived in the real world anyway. There are a small number of families that truly benefit from the section 8 voucher program but the real winners are the Landlords ! They receive high rents garunteed by tax payer funds to make what would otherwise be a “non performing property investment” . $1,200 and up per month for a home that they would be lucky to get $500 per month for and probably would be in rent court to even get partial payment from judgement proof tenants . It is not the taxpayers job to make someone’s real estate investments pay off but that’s what happened like most liberal policies sound great especially with other people’s money ! I know of one such investor great guy averages $32K a month from section 8 garunteed money is what his wife told me . Again while pension investments go belly up for most of the country these landlords laugh till they piss themselves !

When they start to move the Section 8 trash into the lily-white liberal neighborhoods in Marin County north of San Francisco, I’ll have a good laugh.
My brother rented a house in Houston in the Greenspoint subdivision (aka Gunspoint) to some blacks that were subsidized using Section 8. After 3 years he had to go to court to evict them and lost over 3 months rent and incurred court costs. They vandalized the house causing extensive damage, ie they took the refrigerator, A\C compressor, garbage disposal, and hot water heater. It took him 2 months to get the house back into condition at a cost over $20K. He sold the house at a loss. Lesson: Section 8 housing is extremely risky.
I have very good friend that has Section 8 housing, 4 units. We all call him a Slum Lord. hahaha
He would like to improve the place, but the tenants are sometimes hostile and very unappreciative of any improvements he makes.
They act like they are entitled. He keeps threatening to sell the place and get the headache out of his life. He went so far as to put a for sale sign by owner on the front of the Unit that gave him the most trouble. hahaha
Yeah, because just giving people stuff always works out well.
Oh, and what idiot thinks there is better access to jobs and transportation in the suburbs vs the city. Education possibly, but you have to want to get educated.

It’s supposed to be a government subsidy such that the landlord gets a renter’s monthly payment and the government’s monthly subsidy payment but the Blacks don’t pay and it is to much trouble to collect. I have an ex-Yankee friend that lives in a neighborhood of two story houses each on about a 50ft by 100 ft lot with about 6 ft between houses. It was all White and quiet for a decade until Section 8 arrived. The owners moved out and rented to Blacks; in a couple years the place went to about 90% Getto Blacks and noise. My ex-Yankee friend just sits there because he says his wife won’t move. I gave him a tactical shotgun but count him dead when TSHTF soon.

So, when did a neighborhood being too white or wealthy become a punishable act? This is nothing more than spiteful vindictiveness and envy disguised as that mirage known as “social justice”. As the article alludes to, past attempts such as this have bombed. The Section Eighters do not improve their lot in life through these ill-conceived and designed to fail programs, they merely take their drugs, gangs, murders, rapes and fatherless families to a nicer section of town which they will eventually turn into the same shit holes that the government is relocating them from. Just another attack on White America and cracka privilege, but don’t complain, because after all, it’s for the chirren.

Sadly this isn’t new. As I’ve mentioned several times before, Obammy and pals have been using US Census data for quite some time to colorize/degrade neighborhoods via carrot and stick techniques with local governments. Target communities were give funds of some kind and then a couple of years later Obammy comes in with instructions (dictates) on how these communities are going to change zoning laws to build section 8 ghetto rat housing in neighborhoods that were too white. Failure to do so would result in a withdrawal of these aforementioned funds which the communities had already spent and come to depend on.
You can see the effects all over the city I live in. This is why I advise everyone to fill out the Census by claiming EVERY option except “white” and “christian”. THis new plan is just a ramping up of the old one based on the huge success of version 1.0.
That’s why I didn’t do the census last time. I knew they were using it against us, and I knew it was to break up our voting because they’ve accomplished that here in my So Cal county of Ventura. I am from Dubuque, mentioned in the article. The influx of section 8 housing vouchers form Chicago and Milwaukee has fundamentally changed our city for the worse. There is rampant crime in the areas compared to before they started to move all of the Chicago poor to our city and it is overwhelmingly crime involving blacks. City attempts to give priority vouchers to those people who lived here resulted in the federal government requiring us to give priority ot those from Chicago. In addition, for our temerity we were blackmailed into hiring a black person to head a program to oversee the awarding of vouchers
We now have a huge heroin problem. Before,you could go into any neighborhood without fear. Now, we have our own Hood and anyone in those areas from dusk to dawn, do so at their own peril.. This program has ruined our city. All we get form the blacks are constant demands to provide them with more and to be more cognizant of their issues. When crime is committed in these areas. The local blacks usually refuse to help the police identify the perpetrators.

I have been to many countries (about 12), and blacks, as a whole in all of them, are ALWAYS poor, uneducated, and a major source of crime. That won’t change in lifetime or generations to come. There is something fundamentally wrong with them as a group, and it’s more then just low IQ.
