Video shows police supervisor hitting woman at Puerto Rican Day festivities

A Philadelphia police supervisor hit a Puerto Rican Day reveler twice in the head so hard yesterday that the blows sent the woman to the ground and then she was charged in the incident, according to police and a video posted on YouTube Sunday.

When the video begins, it appears several revelers are spraying water on the street and on the police officers. It is unclear if the woman is one of them, but she does have what appears to be a water bottle in her hand.

A police supervisor in a white shirt seems to zero in on the woman and as she tries to walk away from him, he comes up behind her and hits her in the face and then in the back of the head. She falls to the ground and seems to be asking the officer “why” as he places handcuffs on her.

Once in handcuffs, she is led away by two other officers and is seen with blood on her face. All the while, a Puerto Rican flag hangs from the back of her pants.

The video, titled “Philadelphia Police Brutality” is 36 seconds long and had 305 views by 11 a.m.

Police spokesman Lt. Ray Evers said the department is “fully aware” of the video and what it depicts. He said the officer involved has been identified and Internal Affairs opened up an investigation in to the incident this morning. He said Commissioner Charles Ramsey, who is in San Diego at a conference, is also aware of the video.

Evers declined to publicly identify the officer, but did say he is a supervisor in Highway Patrol. He did not know if the officer had been placed on desk duty.

Police also declined to identify the woman, who was given a disorderly conduct citation for the incident. According to Evers, the 39-year-old woman’s citation states “liquid and some other objects were thrown at a group of officers causing a large crowd.”

She was the only person given a citation for the incident, Evers said.

The incident did not happen along the Puerto Rican Day Parade route, but rather, at 5th Street and Lehigh Avenue in North Philadelphia, according to police.

 

 

Update: The highway patrol supervisor seen hitting the woman in the video has been identified by sources as Lt. Jonathan Josey II, a man who once nominated himself to be a Daily News Sexy Single.

Josey, 39, a Daily News Sexy Single in 2006, said his most outstanding features were his “charm and magnetic personality.” He said he was looking for a “sexy, sexy, sexy” woman and was sick of meeting women that act like girls.

In July 2010 while he was off duty, Josey was stabbed outside a West Philly bar while trying to break up a fight. In March of 2010, he fatally shot an armed robber in Montgomery County when he interrupted a robbery at a 7-Eleven.

So at least in big east coast cities, white shirt = evil thug?

I remember that much of the brutality against Occupy from NYPD was perpetrated by the white shirted older guys, not the blue shirted ordinary officers.

Puerto Rico has more people on welfare and disability than any other country. That’s U.S. paid-for, they are our territory. Good thing, in Philly, Puerto Rico day. What an honor. Police overtime to boot.

“Federal welfare transfer payments to Puerto Rico rose sharply in the 1990s. Some programmes have been modified since then, but transfers still make up more than 70% of the island’s personal income. These federal handouts reflect the sensibilities of a wealthy country. So by Puerto Rican economic standards, they are huge. And the more a man or woman earns through paid work, the more they decrease.

Puerto Ricans are eligible for federal disability payments, for example, through Social Security. In the territory, federal disability allowances are much higher than the United States average as a share of wages and pension income. Unsurprisingly, therefore, one in six working-age men in Puerto Rico are claiming disability benefits.

Many families do not view the federal handouts as temporary. Neither does Raúl Vega, who owns a consumer-finance outfit in Aguadilla. His firm treats the benefits as income when deciding whether to lend people money for new televisions.

@AWD: Your biases aside, WTF does welfare fraud and disability in PR have to do with knocking a woman, walking away from a confrontation, on her ass, in Philly?

The cop needs his ass kicked, plain and simple. It also won’t happen under our current “law enforcement” trends.

Philly has a “Police Advisory Commission”, which tried to get police to be accountable, even going so far as to call and address complaints by citizens (like this lady). His response is below:

“Philly FOP President to Police Advisory Commission: “Your group poses a direct threat to public safety in this City. A threat which should no longer be tolerated by our citizens or their government.”

“The Commission’s alleged attempt to weaken the Philly PD involved calling officers and telling them to apologize to civilians that have complained.”

Conclusion: you can’t hold police accountable in Philadelphia, this fat slob says so.

Normally I don’t object to the cops giving a bit of ‘what for’ to a criminal suspect who disregards their command to stop and forces them to chase a punk through yards over fences and what have you. If this woman did nothing more than squirt some water on cops ( she does seem to know she did something wrong) and didn’t bolt but simply walked away this guy had no call to smack her in the mouth so hard. Did he even order her to stop before he knocked her off her feet?

Not that it excuses it but when was the last time the Philly cops got a raise? Been 5 years for the cops in my community. The pauperization of America seems to be making a lot of people edgy including the cops. In Houston a double amputee in a wheelchair was shot to death for threatening the officers partner with a ballpoint pen. Locally we have the police shoot to death two people for threatening them with their cars. Ruled justifiable but it seems if you’ve got time to shoot the driver dead maybe you had time to get out of the way of a stopped car taking off.

Look at all those folks in that picture. The majority of the crowd of cops are white – eight of 10 as I count ’em. Those honkies ain’t so dumb. They got a white union boss, a weak Police Advisory Commission, and a salary increase in a declining economy. Plus they’re smart enuf to get Mr. Black With The Gold Nipple Ring to be their hit man.

While it’s clear that the actions of this officer violated police protocol, my observation of the video is that the ‘lady’ is no angel either. She darted out of the crowd just before Lt Josey did, and as he came out of the crowd, he focused on her out of all the other bystanders. He was looking for HER. She appears to see him see her and then she starts to turn away, indicating to me that she knew that something bad was coming. While nobody can say for sure what happened in that scrum, I’d put my money on the fact that she was caught bein’ naughty.

Still, a cop is obligated to exercise restraint and follow the law, which he clearly failed to do. She’ll probably get a large settlement check, he’ll get a wrist slap and some desk time and the citizens of Philly will get to pick up the tab.

Huffpost says she threw something at/on the police. Not an innocent angel by the account I have read. Seems over the top response by the cop, but I for one would not take too kindly to someone throwing stuff at me while I am going about my job, and I do not know what it was she threw.

Some things deserve a good smack in the chops – if she threw urine or feces (or spit) for instance, I personally would have no problem with the response. If it was water or silly string, as I have heard alleged, then it was over the top. But she did need to be arrested and charged.

Bet she doesn’t throw stuff at cops again any time soon.

Cynical – I have lived in Puerto Rico – in Mayaguez. Lovely people by and large – welcoming and generous. But it is only 1 of 2 places in the world where I jhave been afraid for my safety on a daily basis – on more than one occasion I had to drive away from a hijacking – guys after me with knives and such trying to force their way into the car. I also remember the way the beautiful island was covered in trash – there was no respect for the environment whatsoever. I hope that changed. At least where I was, it was the women who tended to work, and the men drank Don Q all day and played dominoes. Smart men.

ron – I have delivered a smack in the chops for being spit on and for having stuff thrown at me. The smeackees were all so surprised that they got smacked for their actions. Imagine – thinking you can spit on someone and would then be able to walk away not bleeding. Not where I grew up, nosirree. If I ever let that happen, my old man would have beaten crap out of me if he ever found out.

I am with you there, for sure. I suspect a lot of folks would behave better during their lifetimes if early on they got a well deserved ass-whooping for that sort of stuff.

Without the video, I wonder what the police report says. This is proof that citizens must always film police activity because cops lie and video doesn’t. Several readers have pointed me to this amusing story, Court OKs Barring High IQs for Cops:

A man whose bid to become a police officer was rejected after he scored too high on an intelligence test has lost an appeal in his federal lawsuit against the city.

“This kind of puts an official face on discrimination in America against people of a certain class,” Jordan said today from his Waterford home. “I maintain you have no more control over your basic intelligence than your eye color or your gender or anything else.”

Jordan, a 49-year-old college graduate, took the exam in 1996 and scored 33 points, the equivalent of an IQ of 125. But New London police interviewed only candidates who scored 20 to 27, on the theory that those who scored too high could get bored with police work and leave soon after undergoing costly training.

The average score nationally for police officers is 21 to 22, the equivalent of an IQ of 104, or just a little above average.

But the U.S. District Court found that New London had “shown a rational basis for the policy.” In a ruling dated Aug. 23, the 2nd Circuit agreed. The court said the policy might be unwise but was a rational way to reduce job turnover.

My initial thought was that an IQ of 104 seemed too low for a median police officer, but poking around it does seem plausible as a descriptive statistic. Honestly I don’t have much acquaintance with the police, so I’ll trust the scholars no this. That being said, is it in our social interest for police officers to be so average? I don’t know. Though is it in the social interest that someone with an IQ as high as Robert Jordan’s ends up a prison guard?

I don’t hate Puerto Ricans at all. I’m sick and tired of welfare, disability and socialism.

Just a small story:
I went through medical school in Miami. In years 3 and 4, you go out to clinics and hospitals. Almost all of my mentors were either Cuban or Jewish. I’m not going to get into the Jewish thing, part of being in Miami. The Cuban guys were amazing, outstanding, brilliant, and worked their asses off every single day. They didn’t put up with any crap from anybody, and always pushed us to learn more and work harder. I’m proud to have learned from them, they are a credit to the medical profession. I’ve known hundreds of Cuban doctors, and many in my class were Cuban.

That being said, Cubans had a name for Puerto Ricans, the “N” word, usually reserved for blacks. I never once, from that day to now, have seen a Puerto Rican doctor or medical professional. I’m sure they exist, but not in Miami that I ever saw, for the 4 years I was there. I was told to avoid their neighborhoods the same way I was to avoid black neighborhoods, for my own safety. Just relaying facts of my experience. Puerto Rican women always dressed in a certain way, which I appreciated, so say the least.

I lived in Coral Gables, next to little Havana. Little Havana was as safe as any place on earth. The Cubans didn’t bother worrying about being racist, as they had no apologizes to make to anyone. If you didn’t belong in their neighborhood, you’d better not go there (blacks, gangs etc.). Reminded me of Italian neighborhoods in N.Y. End of story. My point being, Welfare and disability have destroyed Puerto Rico, made them dependent on the state and handouts. Same old story, with the end result always being the same. In contrast to Cubans, who work for everything they have and are successful in life. If that’s racist, tough shit. I have also experienced “Dominican, Jamaican & Haitian rough areas.” We had a clinic in the Jamaican section of town, and I worked in Haitian clinics as well, and I’m still alive.

Admin – original report I read said witnesses reported she had thrown something and cop responded. Video does not show that. Newsreports today do not confirm her throwing anything but she has been charged with throwing something at the cops. I do not know if she did or did not. If she did – water or not – I am not especially sympathetic. People need to be left alone to do their work. If she did not, the cop needs to go down.

I have an abiding dislike for cops. A great many natural thugs join the ranks of cops. Cops that join that are not natural thugs invariably become thugs as a result of the work they do.

I have known a lot of police. One of my employees was a long-term cop in an inner city area. He was one of the most jaded people you could ever meet. He was a wonderful family man, and great fun to be around. As a cop, I have no doubt he was a total thug. And I understand why. He spent years dealing with hookers, drug-addicts, petty thieves, wife-beaters, dealers, etc etc etc. He was spit on, pissed on, puked on, crapped on, assaulted, and verbally abused, time after time. He was attacked on several occassions after helping revive overdosed persons – who upon revival tend to jump up and assault anyone within reach. Beaten wives would attack him if he tried to protect them from there drunk and dangerous husbands. Etc etc. He was one of the most racist people I ever met – he hated blacks with an absolute passion. He said it was learned position, resulting from the massive crap he had to put up with as a cop in the inner city. I suspect he was being honest.

Why any reasonable person would ever become a cop is beyond me. I understand why they behave why they do. I do not in any way condone it. The cop that hit the girl was a 19 year veteran. The shit he would have seen is beyond belief. Perhaps he was provoked, perhaps not, perhaps she was the wrong person entirely. I do not know. But I understand why they behave as they do.

With respect to whacking someone, or giving out a beating, I tend to believe that people that fuck with others get what they get. If someone wants to abuse me, or throw shit at me, they are takig a big risk. It is how I grew up. Leave me alone and I leave you alone. Fuck with me, even non-physically, and I tend to get irate. I really do not have a problem with someone who shoots his/her mouth off and getting punched. If they keep their mouths shut it will not happen. And I especially dislike anyone screwing with someone who is working. Work to me is sacred – all work. It is honorable. Do not screw with someone doing their work, and that includes cops. If you do, you deserve a fucking beating, and I have no sympathy whatsoever. I am not a fucking pacifist.

I suggest people leave cops alone and avoid them like the plague. They are like poisonous snakes. Keep the fuck away from them, and do not poke them with a stick, as you can surely get bitten. They are what they are. They will always be thus. There is no alternative. Cops wil be cops, and I do not think that the world can get by without them. Why anyone would be a cop is beyond me, but I suspect they are a necessary evil.
