Massachusetts number 31. I am surprised we are ranked even that high. Between state taxes and regulations and local town bylaws and planning boards its a surprise anyone gets anything done other than the unions and well connected.

The only reason Michigan ranks 29 is because you have to balance the over-taxed and over-regulated big shitties with the hundreds and hundreds of less regulated townships, counties and small villages.
Although from what I hear now, the gubment banditos have figured out that the companies in the sticks aren’t ready for them and have little resistance to being fined and ticketed out of existence.
It became apparent long ago, gubment workers and their politicians do not want small business to exist, they just want our assets for as long as we can manage to keep using them.
