That is a nanny-cam parents often put in homes to monitor the babysitters who are entrusted to care for their children.
A four-foot high dresser or changing table and the sitter ( or mom) is turned completely backward and distracted ( my guess–probably on a cell phone). Barely even turns, even after the brother makes the diving save.
There are accidents and then there is pure negligence…..
