It is a vast and thriving ecosystem where people share a common interest: Service to Self. The primary energy input for this ecosystem is money, and the primary source of that money is farmed from the population in general. In the Swamp, what you know is much less valuable and important than who you know.

There is one thing that we can take a small measure of comfort from: because the Swamp Things are oriented in Service to Self, they will definitely turn on and eat one another as soon as it becomes more profitable to themselves to do so than to not do so. Some private thieves may have honor amongst themselves, but not public thieves.
