Grade-Rigging Scandal: Baltimore Students Missed 100+ Days Of School, Failed Classes, Still Graduated

For the last several years, we have been covering the grade-changing scandal in Baltimore City Public Schools (BCPS). Administrators, teachers, and parents continue to come forward about the widespread fraud that allows children to graduate, even though they’ve missed school or failed classes.

Project Baltimore, who has spearheaded the investigation into BCPS fraud, has uncovered another school where students missed more than 100 days of class or failed ten courses in three years, still graduated during the 2019 school year.

The school in focus is called Joseph C. Briscoe, and it’s a special needs school with just 79 students. The budget for the school is $4.3 million, which means on any given school year, the city spends $54,524 per pupil. By comparison, the Baltimore Polytechnic Institute, a top BCPS high school, spends about $7,000 per student.

“That should be the number one goal that they get the right education,” a Briscoe teacher told Project Baltimore.

Project Baltimore said the teacher who has come forward about the fraud doesn’t want to be identified because she fears BCPS will retaliate.

She said, Joseph C. Briscoe is a troubled school with at least 89% of its students were “chronically absent.” The four-year graduation rate is at 5%, the teacher said students need help, but BCPS is making sure they are just pushed through.

“If they can’t read and you’re not giving them a type of trade or skill, and you’re pushing them through the system, where will that leave them at once they graduate or get the certificate from the school, in life? Like how will they survive?”

The teacher said six students graduated this year, one student was late 110 days his senior year and failed science. But his transcript shows he passed with a D-.

“The diploma is getting devalued,” said the teacher who claims to have witnessed grades being changed. “So, the diploma value is not worth a lot.”

Project Baltimore received a secret recording of a conversation from inside the school shortly before graduation this year. The transcript below shows how administrators altered the grades of one student so he could pass.

“He couldn’t have any work because he wasn’t here,” says someone in the recording.

When it was explained the student never did extra work, the question is asked, “What can we do?”

The response was, “So, we have to do a grade change? Is the final grade in there right now?

“Yes,” someone replies.

The teacher told Project Baltimore that the student who had their grade change didn’t deserve the grade. His report card showed he failed ten classes in the last three years and missed an abnormal amount of days but still received a certificate of program completion. “Certificates are listed in Maryland law as an alternative to the traditional diploma. They don’t count toward a school’s graduation rates, but students can take part in the ceremony,” said Project Baltimore.

The student in focus said he missed 110 days of school his senior year out of 180 total days. When asked if he felt like he deserved to graduate, the student answered, “Not really.”

He went on to state, “I understand what you’re saying, but I’m actually happy. To be honest, I didn’t think I was going to make it.”

Project Baltimore requested an interview with BCPS administrators; instead, they received this statement:

“We received your request for an interview about Joseph C. Briscoe Academy. Since then, we learned that a reporter from the station went to the homes of Joseph C. Briscoe alumni, intruding on their privacy. We understand the reporter has confidential student records and directly questioned the students. We are investigating how these records may have been received. We also disagree with the reporter’s approach to this story. Given this context, we are denying your request for an interview at this time.”

Project Baltimore is associated with WBFF 45, a Fox-affiliated television station licensed to Baltimore and serves as the flagship station of the Sinclair Broadcast Group, a pro-Trump, conservative company. Project Baltimore has been used by WBFF 45/Sinclair to expose fraud in the democrat controlled city.

Obviously those valiant education professionals at The Joseph C. Briscoe Academy need MOAR money and the “special needs” “students” increased focus on the “things that matter”. I would strongly recommend curriculum enrichment that encompasses real world issues : Maff, Hip Hop, Sex Education, Basketball, Violence against YT among the constellation of skills these outstanding future leaders will need to succeed.

People like Walter Williams and Thomas Sowell are well aware of this chronic fraud and of how young people who are barely literate are deceived into thinking that despite nonexistent writing, reading & reading comprehension, and math abilities – not to mention a virtual absence of anything that can be remotely described as a work ethic – these boys and girls are going into either college or the real world thinking that they’re qualified and can make it out there.

This is one of the reasons that the black community by and large (with exceptions, of course) ignores honest and intelligent men like Williams and Sowell and brands them as “Uncle Toms.”

Then when they realize in college that they can barely read and inevitably lag behind classmates who actually worked hard and got good grades in high school, they understand the public schools they attended failed them. Some may try to get remedial work to rectify the situation, but others likely buy into the leftist lies that have inundated so many American universities and they turn their animus towards whites and the system.

It’s all too easy to see how these school administrators are setting these kids up for failure; what is often missed is that they’re essentially increasing the ranks of the aggrieved demographics of society which the social justice warrior corps claims are “marginalized” and “oppressed.”

The diploma is not meant to signify education/knowledge. It is for employ-ability. Illegals are not to be employed(?) but give them a diploma and ta da. I have worked with illegals where a diploma was required but yet they were unable to speak English.

I went to Rivera’s tires in Palmdale, the guy working there spoke the choppy Spanish of illegals. He chided my son for not speaking Spanish. I told his boss that he ought to learn English. The boss replied with a straight face, you speak English? Choor, I said.

The next time I went there, the same dude was speaking English better than me because it turns out he is from somewhere down in the valley, Pacoima probably.

Qui Bono. over $50,000/year to keep nigger criminals off the street(maybe). This is pure graft on part of the education establishment. Sad thing is it is happening everywhere. It is almost impossible for a kid to not graduate if he is enrolled. Graduation rates mean nothing and the “educators”know it. Public school is a waste of time and money for 80% of the kids. Jobs program for almost illiterate college graduates.

Why would a negro need any education past 8th grade? It’s not like exposure to literature, science, history or civics has been of any benefit to 99.9% of them. Unless they’re playing ball, music or acting, the high school experience is obviously wasted on them. Better they should be either employed in suitable jobs, or detained and kept busy with video games, sports or gossip in a much more economical and safe setting than a modern public school, until they’re released into society on the way to the welfare rolls, the armed forces or prison. At some point many would likely be just as comfortable back in the home continent.

They should just close the schools and save the money. I bet the average”graduate” of Baltimore’s schools is unlikely to go more than 6 blocks from their homes for the rest of their “lives,” anyway.

Having lived and worked in and around Baltimore my entire life I have witnessed the total decline to a point where it is totally unrepairable . Any thoughts of saving the city would require a movement of biblical proportions . You can pick any area of the city and find a pocket of prosperity and go several blocks in any direction and you enter a shithole dead zone inhabited by third and fourth generation welfare sub species of human incapable of surviving in a modern civilized society . There are isolated groups mimicking successful civilized human life thanks to overwhelming numbers of blacks on government payrolls and they fled to surrounding counties . Sadly far too many draw their family members out with their jungle mentality now infesting and infecting the predominantly white middle class communities with nigger crime waves .
Wake up call time ! There is a reason why in private trusted circles Baltimore County Police refer to the public transportation from city to county as “Rob & Ride”!
