If you think that they actually mailed out that money to dead people you are officially a retard. This is like the story from last month where they claimed to have sent all the unemployment money to Nigerian scammers.
This is just another case of bureaucrats and political insiders looting the treasury and coming up with a cover story to hide their theft.
I have no doubt they sent checks to dead people. The government is too big to function properly and a billion is merely a rounding error to them.
