You can’t steal something when the outcome has been decided in advance.
In Germany, a group of ethical hackers demonstrated in 2006 that voting computers can be hacked without anybody noticing the manipulation. The issue of electronic voting went before the Supreme Court and it was ruled that voting by computer is unconstitutional because, by law, counting of the votes has to be open to the public with anybody being able to double check the votes without having to have any special knowledge. Thus, voting has to be done on paper so that any member of the public can come in and do a re-count. I think that the counting on election day is done by groups of volunteers that check each other.
Not that I think it is not manipulated, mind you, but at least they pretend better.
