Yes. It’s a variation of the Cloward–Piven strategy.
Overload the system until it crashes. Then replace the old system with one of your own design… though, in fairness, the original Cloward-Piven strategy dealt only with economics, not an entire government…
But, there is no reason why it cannot be applied to larger things, such as the entire government…
