WHOSE FAULT IS BALTIMORE?

I’ve seen the liberal lying MSM pondering how WE could allow the riots, looting, burning and lawlessness to happen, as if it is our collective fault. Obama stands before his teleprompter and pontificates about the need for us to end the poverty that supposedly led to Purge Night in Charm City. That term cracks me up. The city has so much charm, its football team once snuck out of town overnight and headed to Indianapolis. It has so much charm its baseball team was forced to play a game with no fans in the stands.

I think most people can agree that Freddie Gray, a petty drug dealer, was killed in police custody for the crime of looking suspicious. The policemen who killed him deserve to go to jail for murder. As usual, the powers that be circled the wagons and intended to exonerate the hero first responders. The people of Baltimore had a right to be pissed. They had a right to protest. They didn’t have a right to burn businesses and cars. They didn’t have the right to riot, loot, and injure others.

It is the police department created and controlled for decades by Democratic progressive politicians that has committed the atrocities against the people who have been electing these progressives year after year. Baltimore has a corrupt, reckless, out of control police department enabled by a crooked and incompetent Baltimore politicians. The rap sheet for Baltimore’s finest is long:

  • Police commissioner Ed Norris was sent to prison on corruption charges (2004)
  • Two detectives were sentenced to 454 years in prison for dealing drugs (2005)
  • An officer was dismissed after being videotaped verbally abusing a 14-year-old and then failing to file a report on his use of force against the same teenager (2011)
  • An officer was been fired for sexually abusing a minor (2014)
  • The city paid a quarter-million-dollar settlement to a man police illegally arrested for the non-crime of recording them at work with his mobile phone.

The cries of racism and white oppression ring hollow. It’s a tired storyline. Facts are always inconvenient to race baiters with an agenda to extract more money from whites with a guilty conscience and the inability or unwillingness to speak the truth. Let’s examine some facts about good old Charm City, USA.

  • The fine citizens of this metropolis have not elected a Republican as mayor since 1963, before the War on Poverty began. That mayor’s 4 year term is the only interruption in Democrat rule since 1947. They have had Democrat control for 64 of the last 68 years, and sole control for the last 48 years straight.
  • Their mayor is black. Their previous mayor, Sheila Dixon, was black. She was convicted of embezzlement in 2010 and couldn’t finish her term. They had a white mayor (current Democratic Presidential hopeful Martin O’Malley) for eight years. The mayor before him was black.
  • Their City Council consists of 15 members. All fifteen are Democrats. The Council President is black. Democrats have had control of legislation in Baltimore for the last 50 years. Every program, policy, initiative, or school curriculum that exists in Baltimore was enacted by liberal Democrats.
  • The Police Commissioner is black. Approximately 50% of the police force is black.
  • The School Superintendent is black, along with the School Board. The district has an annual budget of $1.32 billion to teach 84,000 kids. The Baltimore school system ranks second among the nation’s 100 largest school districts in how much it spent per pupil at $15,700 per student. Only NYC spends more. Only two thirds of students graduate high school, despite this high level of spending.
  • The average SAT scores of Baltimore City public school students are: 379 in Reading; 376 in Math; 381 in Writing. These are the scores of the best of the best in Baltimore schools who actually think they should get into college. The average scores in the country, which still suck, are around 500. Students with these scores have about a 15% chance of graduating college. This is the ROI you get after spending $188,000 per student over their 12 year academic career.
  • The population of Baltimore is 623,000 and 63% are black. Median household income is $41,000, with 24% living below the poverty line. The home ownership rate is 48%. The percentage of college graduates is 27%.
  • The population was 950,000 in 1950, so it has fallen by 35% in the last 65 years. The population was 24% black in 1950. Decades of liberal Democrat policies drove most of the white population out of the city.
  • Baltimore’s violent crime rate is 370% higher than the U.S. rate. They have over 200 murders, 300 rapes, 3,600 robberies, 4,600 assaults, 7,800 burglaries, and 22,000 thefts per year. These are all 2 to 4 times the U.S. averages per 100,000 people.
  • Over 35% of all Baltimore residents get food stamps. Over 85% of the kids get free breakfasts and lunches at school. More than 60% of Baltimore residents are receiving some form of government assistance.
  • Baltimore’s welfare paradise is paid for by outrageously high taxes. It’s income tax rate of 3.2% is on top of the state rate of 4.75%. It’s property tax rate is more than double the other counties in Maryland. The sales tax rate is 6%. Corporations pay an income tax rate of 8.25%.
  • The percentage of out of wedlock births to black women in Baltimore exceeds 72%. Baltimore and Detroit are the two cities with populations over 600,000 with the highest percentage of single parent households – 59% to 61%.
  • The reported unemployment rate for Baltimore is 8.2%, one of the highest in the country. In reality, 42% of the working age population is not working. Young black men between the ages of 20 and 24 have a reported unemployment rate of 37%. But in reality, it is north of 60%. The number of employees in 1990 totaled 475,000. Today they total 365,000, down 23%.

It doesn’t take a village to raze, burn, and loot a village. It just takes 50 years of liberal economic and social policies. Of course the liberal media, liberal politicians, and liberal voters don’t think anyone should be blamed for the disaster that Baltimore and every other Democrat controlled urban shithole (Detroit, Philadelphia, St. Louis, Atlanta, Cleveland) have become over the last 50 years. Community organizer Adam Jackson, living up to the standards of Organizer in Chief Obama, declared that in Baltimore “the Democrats and the Republicans have both failed.” At least progressive community organizers have a sense of humor. How can Republicans have failed if the mayors and City Council have been 100% Democrat since the mid 1960s? I wonder how many Republicans were among the youths burning, looting, and destroying the city this week.

No Republican, and definitely no conservative, is responsible for the poverty, crime, educational failure, and disintegration of this lesson in Democratic rule. Baltimore’s police department is the product of the progressive wing of the Democratic party, enabled by black identity politics. This is entirely a left-wing Democratic creation. They get all the credit for what Baltimore has become. The mayor of Baltimore is an incompetent bumbling fool. These corrupt, arrogant left wing boobs are incapable of running a school system, police department, or economy.

They know how to play race politics to get elected. They know how to increase taxes on the few remaining producers in order to redistribute it to their black voters. They know how to destroy businesses and jobs. They know how to create a welfare mindset among black people, enslaving them in poverty, dependency, and ignorance. Blacks have suffered the most from Democratic black rule. These riots will result in less businesses, less jobs and less taxes for the city. Blacks will be hurt the most, but they will continue to vote for Democrats. Insanity is doing the same thing over and over and expecting a different result. Believing liberal welfare policies will fix the problems created by liberal welfare policies is insane. Liberalism is a disease of the brain and has infected a vast swath of America, especially in urban enclaves across the land.

Baltimore and every other Democrat controlled urban enclave in America are destined for decline, destruction, and civic decay. Baltimore cannot be fixed by spending more money on welfare programs. The country has spent $22 trillion on anti-poverty programs since LBJ declared his war on poverty. They haven’t moved the dial on poverty one iota. They have created generations of dependent black people, trapped in urban ghettos like Baltimore. If you can’t educate children for $15,700 per year, then you won’t educate them any better for $18,000 per year. Liberals will never admit their policies, programs, and corrupt practices created this national disaster.

Liberal welfare policies have encouraged and rewarded out of wedlock births. The 72% black out of wedlock birth rate is the single biggest cause of Baltimore’s long-term decline. Children without fathers are destined to be uneducated, unemployed, and underachieving. Children raised by married working parents who provide good role models are not on the streets. They are studying. They are not looting, killing, robbing or having kids when they are teenagers. There are no guarantees in life, but being stupid, lazy and ignorant guarantees a life of poverty. Liberal welfare policies pay these people to have more kids out of wedlock in order to maximize their welfare payments. There have now been three generations of black people entrapped by these demented welfare programs.

There is no will among the recipients or distributors of race based welfare payments to change their policies or programs. Therefore, every time a white cop kills a black person or a white store owner kills a black thief in Baltimore or any urban ghetto, the potential for riots, looting, and burning of businesses will rear its ugly head. The only guarantee is the liberals running the urban ghetto will not accept blame for what they have wrought. Farewell to the America of personal responsibility, work ethic, marriage, family, and valuing education.

The esteemed mayor of Baltimore Stephanie Rawlings-Blake (of course a liberal black woman must hyphenate her name) summed up the disease of liberalism after her peeps had destroyed their neighborhoods the night before:

“It’s a very delicate balancing act, because while we tried to make sure that they were protected from the cars and the other things that were going on, we also gave those who wished to destroy space to do that as well.”

The sad truth, as noted by several people, is that the Baltimore situation is a result of pandering to blacks by a corrupt, Socialist, treasonous clique of Democrats. There are, of course, exceptions, but a huge percentage of American blacks simply do not have an IQ high enough to function in a modern society. DNA research on the human genome is proving conclusively the IQ/race connection. Even worse, it is showing the behavior and personality traits are also in part genetic; it is no mystery that the once white hot interest in the Human Genome Project is evaporating. The facts are tuning out to validate David Duke and friends and they are wrecking the entire liberal world-view, i.e., human beings are equal and can be molded. Pure B.S. This is the truth: Our country is saddled with a gigantic number of people who, for want of a better way to describe them, are useless, dangerous and prone to behavior that can’t be tolerated in a civilized country. Further, their violent tendencies, low IQ and animal-like behavior is unrelated to their strong will to power (as in a chimp colony) and seething hatred and resentment of whites. We are on the verge of a major break-down in our society. Arm yourself.

No doubt, this new force will excel at what they do just as the IRS and DHS excel. Maybe they can even join the DEA and start partying with the drug cartels and local gang members. It’s fascinating to see how the populous is so easily led into asking for more centralized control at the expense of their freedom. Who’s fault is Baltimore? This is easy. It’s the fault of the American public ever since the days of President Johnson’s Great Society programs.

Lousy educations, lack of economic opportunity plus increasing poverty plus most of the public’s automatic acceptance of whatever government says or does over many many decades has lead to government corruption, exploitation, and abuse.

Citizen apathy, complacency, ignorance, and meek subservience to government is the cause of every major problem we face today – and citizens have NO ONE TO BLAME BUT THEMSELVES.

Huey, uh, hate top burst your bubble, but I’ve been to Atlanta and driven down the vaunted Peachtree St. after 6 pm on a weeknight and on a weekend night. I have never felt so threatened and unsafe in just driving down a main street than in Atlanta. There was not a cop around for miles and we were the only whites probably for miles around as well. I have felt totally safe and unthreatened in other ghetto cities including NYC, Philly, Cleveland, etc. I suggest you leave your naive homerism at home and stop living in a fantasy land.

Huey – America IS on a severe downward slope, you’re right, but having children without any concern for even a trace of a father being around in their children’s lives is a recipe for disaster. It increases the downward slope exponentially. When parents don’t even care that their children go to school, never mind do well there, the downward slide continues. In essence, the blacks are showing an total disrespect for themselves when they do this. These mothers can’t even look after themselves (without total dependence on the government), so how do you suppose they’re going to look after their children? They’re not. God help us!

What America’s slide is showing quite clearly is that blacks are sitting naked in a situation they have greatly helped to create.

I can’t say I’m familiar with Charles Murray’s writing – Without having read anything of his I can claim no opinion of it.

As to your follow-up post, I do believe that the question of charity as a driver of dependency is valid but not to the extent I believe you do. The concept of individual liberty is important but must be tempered by a measure of social responsibility. Social cohesion is necessary in the modern world for prosperity, enter the social contract. This is where i believe our views diverge – I do not see the assistance provided from the ‘haves’ to the ‘have-nots’ to be charity, but to be a necessary consequence of living in a society. The method of the transfer, the volume can be evaluated, but this needs to be done locally. Providing a blanket safety net society fails to address local issues, leads to system level inefficiencies. State to state differences, even county to county (social, economic, geographic) can be huge, so there can be no ‘universal welfare’ system that will not have significant losses.

– Call me a purist if you like, I see an axiom as an irrefutable truth that forms the basis for an argument. I do not see how this axiom applies in a scarcity based economy (feel free to correct if i’m wrong). When 100% of supply meets 100% of demand we reach a point where supply can no longer expand, it can only be diluted. This is what we have seen happen with the welfare state. Too many people are drawing on too few resources. As a result the effectiveness of the system is diluted. The only options that then remain are to actively reduce the transfer, or increase the uptake – both are unpalatable to different groups for different reasons. The partisan nature of my earlier comment fits in here. By splitting the argument into one of two it restricts the capacity for meaningful change when the options available represent a spectrum of positions. However, the manipulators (we are drowning in stupid people with “brilliant ideas” – nice) seize on the division created by the simplification of the argument to drive a specific position – not necessarily in the interests of the whole of society.

I really would appreciate it if you could suggest one (or more) of Charles Murray’s works – I’ve found ‘Losing Ground’, and ‘In Pursuit’ so far at my library.

Inner-city dysfunction is just the leading edge of the wave that has already crested.

People who have known hardship and pulled themselves up tend to be rather independent of mind. Their kids, born into a safer, easier place tend to think property grows on trees. They’re full of naivete and optimism, and they argue in favor of all sorts of (what look like, to the ignorant) good ideas.

Look who is running things now. People who were born into ease. They have no idea from where prosperity arises. They are pure Cargo Cultists, if you dress people in expensive shoes and enable them to drive expensive cars they’ll jump right in and join the Prosperity Conga Line.

Doesn’t work that way. Life is about incentives, and those voting for politicians have been supporting ever more perverted incentives for 100 years. Small wonder that it became necessary 40 years ago to starting putting the appearance of prosperity on the National Credit Card, with the open intent to keep revolving the balance FOREVER.

I hate to take a side in a conflict between blacks and cops because I’ve had my problems with both. In a way they deserve each other and a happy person limits their contact with both.

But other than not securing him properly in the van, I can’t see where the cops are responsible for this outcome. Gray’s neck wasn’t broken before entering the van, at least that’s what the prosecutor seemed to say this morning. So his leg dragging on the way to the van wasn’t due to paralysis.

And if he wasn’t paralyzed before he hit his head on the wall of the van, why was he flopping about which appears to be the cause of his death? Deliberate self injury is the most likely cause.

These white cops are going to get f#cked, and I’m at the point of saying they’ve got it coming. Not because they are all racist and sadistic authoritarians, but because they are not wanted in the black communities in the first place. The blacks have revoked their consent to be governed by the white man’s laws and these white cops shouldn’t expect to be appreciated. .

There is no such thing as “100% supply” or “100% demand.” I’m not even sure how to respond to that, given that a world of scarcity doesn’t mean there are finite amounts of this or that, it means that every supply of something comes at the cost of another (opportunity cost.)

If I wave $20 at something, X will be supplied. If I wave $20 million at it, more will be supplied, even if it has to be ripped out of a competing use. If you pay unwed mothers of children on a per-child basis, when will you reach “100% of supply?” Do you imagine that supply is static? That in nine months “production” won’t be expanded?

Your comment somehow implies to me that you’re operating from a static worldview. That there are fixed amounts of this or that, and that prices rise and fall in relation to supply and demand. This is the artificial world of Econ 101, with graphs that imply equilibrium. Equilibrium is an illusion, a convenient artifact we use to discuss something complicated.

If you give a beggar by the side of the road a $5-er, are you helping him? If he’s “making” $30,000 tax-free? What of the guy working at McDonalds who sees a BEGGAR more than doubling his take-home pay? Might as well quit the job and join the ranks of the dependent, right?

Incentives matter. This is an axiom. Supply will rise for that which can be provided at a profit. This is an AXIOM. There are no exceptions. At the margin, charity always causes people to do less. Just because you wouldn’t “take” a low level of charity means nothing. You’re not at the margin.

I take you to a bit of history before I must return to my to-do list:
When the Great Chicago Fire destroyed half the housing stock of the city, what did local, state and federal governments do?

NOTHING. Not one damn thing.

What happened? Civic-minded people left their jobs and set up corner aid agencies. Their first priority was to find people a place to stay, and immediately FIND THEM JOBS.

The 2nd priority was to coordinate with other agencies to insure no one was gaming the system to profit from it.

In no time at all, things went back to normal and those civic minded people WENT BACK TO THEIR JOBS. No permanent bureaucracy was established to always see to it that someone needed their services.

Charity is a trap. Very few charities are run well enough to insure they don’t simply enable people to wallow in dysfunction. Charity run by any government is toxic, it cannot be otherwise. This, too, is axiomatic because all the incentives for everyone involved are aligned to toxicity and dependence.

The world is full of people with good intentions. Sadly, we’d all be better off if they all stuck to working in the marketplace to earn a profit, instead of addicting their fellow men to the crack cocaine of dependence.

There will always be poor people. Best if their numbers are kept as small as possible.

But charity, and worse, welfare systems, are like seeing some weeds in the yard and instituting a plan that, in effect, makes conditions better for weed production AND you WEAKEN the grasses by taking the grasses’ resources for your project, turning the weakest grasses into weeds.

Pretty soon you’re overrun with weeds, and you throw up your hands and say, but I was trying to reduce the weeds!

No, you weren’t. You never were. You just THOUGHT your actions would do so, because you IGNORED the dynamic response to your static system.

People who believe in government anti-poverty programs are indescribably blind to the facts, and clearly lack the “if this, then that” consequentialist thinking that defines a grasp of complex, dynamic phenomena.

So Baltimore’s politicians decided their re-election prospects were higher giving the destroyers time and space to destroy, rather than protecting the property and businesses that are the last line of function in their down-scale metropolis.

If I didn’t know better, I’d figure it was all a massive conspiracy to drive property values to dust so some politically-connected developer could wade in with cash and buy up half the city, evict the riffraff and put up a state-taxpayer-subsidized stadium, convention complex or some other crap.

Prediction: at trial (assuming there really will be a trial) today’s statements by the mayor & prosecutor will be replayed by the defense to assert that the prosecution was purely political. That prosecutor saying, “I heard you. No justice, no peace” and “it’s our time” will be used to argue that there wasn’t sufficient evidence to charge, there was only a political need to charge. I’m still waiting for more specific physical evidence, but my guess is that, barring a lot more evidence than we’ve hear so far, all of the cops will get off. The mayor and prosecutor are rank amateurs. This is going to be a textbook case of how not to get a conviction, including by overcharging the defendants. 2nd degree murder in MD requires, as I understand it, intent to cause death, although not premeditation. I don’t see any way in hell they can prove intent to cause death. The prosecutor doesn’t even know how Gray’s mortal wound was inflicted or by which officer(s). They’re all going to be acquitted.

Anon I personally have many black friends and they are hard working decent people. You should hear how they talk about these rioters. If you were to record a conversation with them and play it to a stranger you might think a Klans man recorded it. Individuals are individual by definition, however, one can draw generalizations from different groups of people, Insurance companies do it all the time. Just as iam capable to draw generalizations regarding Republicans vs Dimocrats, and yes I prefer a Republican master and so do all my Smart friends. Most that post here are conservative minded individuals, it bleeds through from time to time. So I encourage you to vote a Republican it will do your heart good like a medicine.

What happens when junkies, drunks, pan handlers, robbers and ‘knock out game’ players
are no longer arrested? What sane person would actually do police work if the ugly and very messy job of arresting uncooperative, violent and mentally unstable repeat criminals gets you prosecuted when things go badly?

Life will go on as people make the little decisions they make everyday such as…
Hey honey, Do you want to go downtown to that fancy restaurant for our anniversary?
Should I encourage my daughter to take that job down town and deal with the 2 two block walk to the office from the parking garage, twice a day?
Should I have my medical procedure done at the downtown hospital or the other hospital outside the beltway?
Should I locate our company warehouse or facility in the city?
Do you think that chain will build more drug stores in economically challenged neighborhoods?
I was thinking about buying baseball season tickets but now….

Well said. The blacks being interviewed on the streets want cop blood, and they don’t care if those cops are guilty or not. The black women who run the city are happy to sacrifice some cops to satisfy their black voters. What’s the difference between this and blacks killing white people in South Africa as their black leaders look the other way. The white cops better find new jobs, and other whites will have to stay away from these cities. I’d love to hear what the CVS executives are saying about rebuilding their burned out Baltimore location. Everyone is free to do as they want, but I won’t be going to Baltimore again. In fact, I wouldn’t feel safe even stopping to change planes at the airport. What if a storm moves in and your flight is cancelled. Would you want to spend the night at a hotel there?

Giving the looters and rioters what they wanted (cop blood) is the same as negotiating with terrorists. It guarantees more riots and looting.

IMO the prosecutor has already fucked up the case by charging the van driver with murder (the only one of those cops who never touched him). If Gray were not seriously injured then why did they lay him on the floor rather than seat him on the bench? There is very little room on the floor. The only way he could damage his neck is if the driver slammed on the brakes hard enough to make him slide up the floor and collide with the bulkhead. All the defense needs is to put the other prisoner on the stand and say that nothing like that occurred and there will be no murder conviction.

It is possible that his neck injury that occurred during the initial arrest was made worse in the van but its just as likely that was from the cops dragging him out of the van and then putting him back into it, rather than any trauma that happened while it was being driven around. However given that we only have video evidence of his injuries after they occurred, a murder conviction is not likely anyway since it could have been done by any of the arresting copfuks.
