What’s wrong with the second picture? Cop looks to be buying whatever she is selling. At the very least she’s not in cuffs, not face down on the ground with a boot on her neck and no weapons appear to be pointed at her.
The cop is asking for her permit, just before he tasers her.
The shadow, IS.
It’d be funny if she pulled a big .44 Magnum and told him to make her day.

The copfuk is obviously reading Miranda Rights to the little girl.
Also, as BuelahMan pointed out, that shadow does not correspond to the people in the pic. It looks like the Grim Reaper.
The cop picture is from Canada. Truck says “O.P.P.” (Ontario Provincial Police).
BTW, that’s probably why he’s buying a lemonade rather than arresting the girl. 🙂
