The problem is there is no real desire to fix the problem because the fix is simple, all that needs to be done is to change the law that says if a car hits a pedestrian in the middle of the street it’s the fault of the pedestrian and the car driver can sue the pedestrian or parents of the pedestrian in the case of a minor for any damages to the car, the car driver is not libel for any injuries to the pedestrian, the fault goes to the pedestrian. That crap would end over night.
