I can attest to that personally, but it’s not sub Saharan, it’s HERE. I did a shit-ton of IQ testing on inner city blacks 2000-2002 at the University of Maryland,Baltimore. I freaked out because they were all 55-70 range, and that was adjusted for race/education. That’s just the tip of the iceberg.
