Waiting lines are the norm in socialist countries.
Something about the lack of motivation on the part of the providers who have no (profit) incentive to excel at their work, I think.

When I was stationed in the Middle East we had similar problems but I always carried something they wanted (like a transistor radio) and put on top of my clothes. When the official looked at it, I said you can have it; that always worked.
